Players not expressing an army preference will be temporarily designated as neutral for administrative purposes (maximum of 4 neutral players will be allowed).

Although player preferences will be taken into account, team rosters will not (by intent) exceed a difference of one player. Commanders are responsible for monitoring the attendance of their teams and the smaller team will be given preference for the allocation of new players.
